From Warning to Action: Partnering for a Prepared and Sustainable Pacific
Background Information:
The Weather Ready Pacific Program implemented by SPREP is the Pacific’s Flagship Program from improving severe weather services in the Pacific endorsed by the Pacific Leaders in 2021 and it one of the Key initiatives that supports the 2050 Strategy. It is also the Leaders key initiatives implementing vehicle of the UNs Early Warning for All. The Weather Ready Pacific (WRP) Liaison Platform is a biennial face-to-face meeting held in conjunction with Sessions of the Pacific Meteorological Council established to strengthen coordination between WRP and the wider Multi-Hazard Early Warning Systems (MHEWS) community. The Platform provides a forum for dialogue, collaboration, information sharing and strategic advice to the WRP Steering Committee. Whilst the Pacific Regional MHEWS and Risk information Technical Working Group established under the Pacific Resilience Partnership provides a regional online information sharing platform on regional MHEWS functioning on a volunteer basis, the WRP Liaison platform focuses on implementation of WRP and related early warning and early action activities. It is a platform where the wider Hydro-Met and wider early warning and disaster risk reduction communities can provide input into the implementation of Weather Ready Pacific and its contribution for implementing the UNs Early Warning for All Initiative (EW4ALL). This Inaugural WRP Liaison Platform provides a face-to-face platform that enables WRP to better engage and support the PRP Pacific Regional MHEWS and Risk information Technical Working Group as well as a discussion platform to gain regional direction on major agenda items that will be tabled at the subsequent Pacific Meteorological Council and Pacific Meteorology Ministerial Meetings (including the Ministerial Outcome Statement) from the 10-16 September 2026. The Platform meeting will be held prior to PMC-8 and PMMM-4 in Tonga from 8-9 September 2026 at the Faónelua Convention Centre.

Strategic Context for the Upcoming Liaison Platform:
The WRP Liaison Platform supports the Pacific Meteorological Council, the Pacific Meeting of Meteorology Minister (PMMM), the WRP Steering Committee, the 2050 Strategy for the Blue Pacific Continent, EW4All, the Sendai Framework, Framework for Resilient Development in the Pacific (FRDP), and national resilience priorities. It also supports the Regional MHEWS TWG which WRP supported to be established under the Pacific Resilience Partnership framework. It will focus on moving from warning generation to preparedness and anticipatory action while ensuring sustainability of critical infrastructure.

1. Advance Anticipatory Action.
2. Scope for establishment of WRP KRA 6 on Risk Information and Hazard Preparedness.
3. Develop a pathway for a Pacific Sustainable Maintenance Facility.
