Pacific Island Meteorological Strategy (PIMS) Consultation Workshop

1. Background


The Pacific Island Meteorological Strategy (PIMS) 2017–2026 is the primary strategic framework for strengthening National Meteorological and Hydrological Services (NMHSs) in the region. While a mid-term review was scheduled for 2021, it was postponed due to the COVID-19 pandemic and the need to align with emerging global and regional initiatives such as WMO Strategic Plan, the 2050 Strategy for the Blue Pacific Continent, SPREP Strategic Plan, the Weather Ready Pacific (WRP), United Nations Early Warnings for All (EW4All), the Pacific Roadmap for Strengthened Climate Services, Climate Change Science Research Roadmap and draft Hydrology Strategy.

The Secretariat of the Pacific Regional Environment Programme (SPREP) under the Intra-ACP ClimSA Project, has engaged Varysian Limited to lead a comprehensive review of the current strategy and develop the successor strategy, PIMS 2027–2036. Following national and regional consultations in early 2026, a dedicated drafting workshop is required to collect and synthesize inputs into a coherent strategic package.


2. Workshop Objectives


The primary objective of this three-day workshop in the Solomon Islands include:


• Synthesising findings from national and regional stakeholder consultations.
• Reviewing the 11 existing Pacific Key Outcomes (PKOs) and articulating new strategic priorities for 2027–2036.
• Identify the technical components of the PIMS package, including the Implementation Plan, M&E Framework, and Sustainability Plan for the revised PIMS (2027-2036).
• Ensuring alignment with the WMO Strategic Plan, the 2050 Strategy for the Blue Pacific Continent, and SPREP’s Strategic Plan.


3. Target Participants


The target participants will include all Directors of Pacific National Meteorological and Hydrological Services (NMHSs), WMO, UNDRR, FAO and regional CROP agencies including PASO, SPC, SPTO, FFA, PIFS, PIDP and PPA. Furthermore, the workshop will convene the PIMS Working Group (WG), which
includes:
• Chair of the Pacific Meteorological Council (PMC) or nominee.
• Chairs of the five PMC Panels (Services, Infrastructure, Climate, Marine, Education).
• Representatives from Northern Pacific PICTs.
• Technical staff from SPREP (CSI Programme) and SPC (GEM).
• The Varysian Limited consulting team.


4. Expected Outcomes


• First-hand consultation data from participants.
• A refined draft of PIMS 2027–2036 ready for regional validation in August (TBC).
• A draft Implementation Plan and related budget.
• A draft Monitoring and Evaluation (M&E) Framework with reporting templates.
• A draft Sustainability Framework and Resource Mobilization Strategy.

solutions, noting that individual projects currently handle their own reporting. A regional M&E framework will need to address this fragmentation and support how the panels assess regional progress. It will also need to clarify where data resides, highlighting the need for data sharing.
