Pacific Islands Meteorological Strategy 2017 - 2026
The Pacific Islands Meteorological Strategy (PIMS) 2017–2026 is the regional framework for sustaining and strengthening weather, climate, water and ocean services across the 25 Pacific Island Countries and Territories (PICTs). The PIMS is implemented by the Pacific Regional Environment Programme (SPREP). Structured around eleven Performance Key Outcomes (PKOs), the PIMS provides a shared strategic language for its primary implementors, the National Meteorological and Hydrological Services (NMHS), supported by regional organizations, development partners, the private sector and technical agencies.
This evaluation conducted with a desk review prism examines the ecosystem of regional programs projects, frameworks, and coordination mechanisms that have contributed directly or indirectly to PIMS implementation. This initial evaluation will be completed by a full performance evaluation of the eleven PKOs, over the last decade of implementation. For now, this report maps visible areas of programmatic support, identifies evidence gaps, and clarifies where further validation will be required during the ongoing consultancy through stakeholder consultation, country-level review, and NMHS inputs.
